What are the current guidelines for gatherings? Some one wants to rent an indoor facility for a baby shower. 15-20 people from 5 different households. Can that be allowed? What are the rules?

Counties in Orange Tier: Indoor gatherings are strongly discouraged; however allowed at Maximum 25% capacity where capacity limits exist or 25 people, whichever is fewer.
Counties in Yellow Tier: Indoor gatherings are strongly discouraged; however allowed at Maximum 50% capacity where capacity limits exist or 50 people, whichever is fewer
